Celestine Kubelka, born in Vienna in 1961, studied journalism and philosophy at Vienna University. She worked in market research, as a personnel recruitment consultant, and as a commercial executive for the Gallery Heike Curtze before she assumed responsibility for various art and cultural projects in Austria and abroad as an independent cultural manager, collaborating with Zürcher Theaterspektakel, Steirischer Herbst, Schauspiel Frankfurt, Kunsthalle Wien, a.o., from 1992 to 2010. She managed the Mozartband, lectured at Vienna’s WUK (on event organization and technology, 2000), taught the course Festival Production Management as part of The Festival Academy program in Antwerp, Belgium (January 2018), and has given lectures, most recently at the World Heritage Congress in Cuenca, Spain (November 2018). From 1994, Celestine Kubelka held the post of production manager for the Wiener Festwochen, being assigned full commercial and organizational responsibility for both personnel and budget.

Tasks and functions:

1. Finances:

  • Management of the Academy’s budget (§§ 15‒18 of the Universities Act 2002) and controlling
  • Drawing up the annual budget, the several-year budget plan, and the balance of accounts for submission to the Rector’s Office and approval by the University Council
  • Reimbursement of expenses (§ 27)
  • Fund raising

2. Management of infrastructural units:

  • Coordination of all infrastructural units including the use of IT

3. Evaluation and quality assurance of adopted measures:

  • Drafting and submitting evaluation guidelines to the Senate
  • Carrying out evaluation measures based on these guidelines
  • Implementation of evaluation measures in adopted fields

4. Facility management:

  • Drawing up a plan for the distribution of spaces (classification, definition, and use of rooms)
  • Administration, maintenance, and management of all properties, buildings, and rooms in accordance with the guidelines of the Rector’s Office
  • Asserting all rights and obligations of the Academy of Fine Arts Vienna detailed in §§ 117, 118, 137‒140 of the Universities Act 2002

5. Supervision of special projects, in particular in connection with redevelopment, conversion and relocation measures, as well as new spatial projects:

  • Coordination of building management measures
  • Selection, commissioning, and instruction of external logistics partners
  • Communicating and negotiating with the Bundesimmobiliengesellschaft and potential other partners

6. Decision-making and signature powers:

  • Sole signing authority up to 30,000 euros in daily business operations
  • Budget sovereignty and budget allocation
  • Orders over 30,000 euros signed together with the Rector according to the four eyes principle
